HUD Continuum of Care Program

The U.S. Department of Housing and Urban Development makes Continuum of Care funds available to communities through a grant process. Continuum of Care (CoC) funds serve as a catalyst for our communities to create a systematic response to ending homelessness and drive policy for our Coalition of service providers. In our region this is done through two CoCs, the Michigan Balance of State CoC and the Greater Grand Traverse Area CoC. The Greater Grand Traverse CoC is responsible for participating in the HUD CoC Program Competition independently. The Greater Grand Traverse Area CoC provides funding for the following counties through the HUD CoC Program: Antrim, Benzie, Grand Traverse, Leelanau and Kalkaska.

Continuum of Care Program Overview

HUD mandates that a Continuum of Care (CoC) is responsible for:

  1. Promoting community-wide commitment to the goal of ending homelessness;

  2. Providing funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness;

  3. Promoting access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.
